Planning for accessible and inclusive emergency response takes into account the diversity of abilities and needs of the entire population. The aim is to put in place means and actions that will meet the needs of as many people as possible, while providing for specific adaptations for particular needs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Emergency measures are planned and organized so that:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>When an emergency occurs, information and communications on what to do are easily accessible and understood by everyone.\n<ul class=\"wp-block-list\">\n<li>This includes people of all abilities, skills and ages. The aim is to quickly warn everyone concerned so that they can act immediately.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The amenities and equipment to be used during an emergency maximize the autonomy of individuals and are as accessible and inclusive as possible.\n<ul class=\"wp-block-list\">\n<li>\u00a0This is intended to reduce the number of people requiring direct assistance, allowing emergency services to focus on those with specific needs and disaster management. Having similar actions and pathways for everyone also makes evacuation and action more intuitive.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Adapted amenities and equipment are available in sufficient quantities and placed in strategic locations.\n<ul class=\"wp-block-list\">\n<li>These amenities must allow people to report their presence and remain safe until emergency services arrive. This includes the ability to rescue people who cannot use inclusive amenities or equipment, wherever they are in the affected area.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Support and monitoring for people affected is accessible and inclusive.\n<ul class=\"wp-block-list\">\n<li>This includes providing adapted vehicles and locations to relocate affected persons, providing home assistance in temporary accommodation, providing guide or service dogs and transporting mobility aids for emergency evacuees.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Rescue teams are trained in the diversity of those affected.\n<ul class=\"wp-block-list\">\n<li>This includes knowledge of each person\u2019s specific abilities and proficiency in the appropriate actions to be taken, as well as the use of adapted facilities and equipment.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<\/div>\r\n        <\/div>\r\n    <\/div>\r\n    <div class=\"border-container\"><\/div>\r\n<\/section>\r\n\r\n\n\n\r\n\r\n<section class=\"container-eklo situation<\/h2>\n\n\n\n<p>There is a wide variety of emergency response plans, including:<\/p>\n\n\n\r\n<ul class=\"list-advance\">\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>building fire safety plans<\/p>\n            <\/div>\r\n        <\/li>\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>disaster plans (major power outages, drinking water outages, flooding, etc.) developed by municipalities<\/p>\n            <\/div>\r\n        <\/li>\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>public transit system service interruption or disaster plans<\/p>\n            <\/div>\r\n        <\/li>\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>provincial and federal government plans for major events<\/p>\n            <\/div>\r\n        <\/li>\r\n    <\/ul>\n\n\n<h3 class=\"wp-block-heading\">Shared responsibilities<\/h3>\n\n\n\n<p>Building fire and safety responsibilities are shared between several stakeholders.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the time of the construction, renovation or conversion of a site, the architect and owner are required to design and provide the necessary facilities and equipment to ensure everyone\u2019s safety and enable evacuation in the event of an emergency. These measures must comply with the construction regulations in force. It is important to remember that these regulations represent the minimum required and do not necessarily cover all needs.<\/li>\n\n\n\n<li>During the everyday use of the building, the owner and manager have the following roles:<ul><li>establish an evacuation plan and procedure<\/li><\/ul><ul><li>maintain facilities and equipment in good working order<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>organize regular evacuation drills to ensure occupants know what to do in the event of an emergency<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Within its territory, the municipality is responsible for prevention, which includes raising awareness of and reducing fire risks and managing the fire department.\n<ul class=\"wp-block-list\">\n<li>This department is responsible for risk assessment, implementing prevention actions and conducting emergency operations. In several municipalities, firefighters also act as first responders during a medical emergency. In certain areas, they are volunteers.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For smaller municipalities, which do not have the capacity to assume these responsibilities alone, the RCMs take charge of:<ul><li>developing a fire safety cover plan<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>coordinating interventions and resources for municipalities in their territories<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Minist\u00e8re de la S\u00e9curit\u00e9 publique\u2019s role is to:<ul><li>set out the broad guidelines for prevention, workforce training and response and emergency preparedness<\/li><\/ul><ul><li>coordinate the actions of the various government departments and agencies<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>approve the fire safety cover plans developed by the RCMs<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Proactivity and gaps<\/h3>\n\n\n\n<p>Some stakeholders are adopting a proactive approach to accessibility and inclusiveness. They work with those directly involved to design adapted measures and actions.<br><br>Others, on the other hand, take a more reactive approach, adjusting their plans only after finding gaps. This approach can create risks and lead to dissatisfaction among those involved.<br><br>Finally, some stakeholders fall somewhere between these two extremes: they partially plan means and actions to make their plans more accessible, but without considering all the necessary activities, such as the evacuation or temporary relocation of a person with specific abilities or needs.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Consistency is key<\/h3>\n\n\n\n<p>To guarantee the safety of everyone in a building, it is necessary to ensure consistency between:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>existing facilities and equipment<\/li>\n\n\n\n<li>the information provided to occupants<\/li>\n\n\n\n<li>fire department response procedures<\/li>\n<\/ul>\n\n\n\n<p>Unfortunately, there has been little change in building regulations regarding fire safety for persons with disabilities. Not to mention that the accommodations required often do not meet their needs.<\/p>\n\n\n\n<p>For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Visual fire alarms and street-level exits are not required by regulation, which limits the ability of deaf or hearing-impaired people to be alerted to the hazard as well as the ability of persons with motor impairments to evacuate the building independently.<\/li>\n\n\n\n<li>Building layouts do not always correspond to firefighters\u2019 practices, for example, access to a balcony is one of four approaches designed to ensure safety on floor areas served by elevators in residential buildings. However, firefighters are reticent about such an approach due to the high risk of being trapped on a balcony during a fire on the lower floors.<\/li>\n\n\n\n<li>Emergency response time is also a key factor.&nbsp; In urban areas, it can be a few minutes. While in areas with volunteer firefighters, this can take over half an hour.<\/li>\n<\/ul>\n\n\n\n<p>To better adapt facilities and equipment to local intervention practices, the municipality\u2019s fire department should be consulted during the construction, renovation or conversion of a building.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Freedom of choice<\/h3>\n\n\n\n<p>For a person with moderate or significant motor impairment, living on or visiting a floor served by an elevator means that they will not be able to evacuate independently in the event of an accident, as elevators and lifting platforms are not to be used. This creates a dependency on others for rescue. Once fully informed of the risks, each person should be able to choose whether to live in or visit this location.<\/p>\n\n\n\n<p>However, this freedom of choice may be questioned if the fire department believes that it cannot intervene adequately and in a timely manner that ensures the safety of all occupants.<\/p>\n\n\n\n<p>Issues may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Too many non-autonomous people to evacuate<\/li>\n\n\n\n<li>Lack of adapted facilities or equipment<\/li>\n\n\n\n<li>Longer response time of volunteer firefighters<\/li>\n<\/ul>\n\n\n\n<p>In such cases, corrective measures may be required from the owner, which may end up leading to a change in the use of the building, particularly for multi-unit residences. Responsibility for fire safety is entrusted to the Minist\u00e8re de la S\u00e9curit\u00e9 publique, which publishes the <a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/securite-publique\/publications-adm\/publications-secteurs\/securite-incendie\/services-securite-incendie\/orientations_msp_securite_incendie.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><em>Orientations du ministre de la S\u00e9curit\u00e9 publique en mati\u00e8re de s\u00e9curit\u00e9 incendie<\/em><\/a> [Minister of Public Security\u2019s guidelines on fire safety].<\/p>\n\n\n\n<p>The regulatory requirements for buildings are specified in the <a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cr\/B-1.1,%20r.%202\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Qu\u00e9bec Construction Code (Chapter I \u2013 Building)<\/a>. Unlike most building standards, fire safety standards can be retroactive, even for an existing building that is not undergoing a renovation or conversion. For example, this includes upgrading fire alarm panels or mandatory sprinkler installation in seniors\u2019 residences.&nbsp;<\/p>\n\n\n\n<p>The regulatory requirements related to building use, which directly concern owners, are set out in the <a href=\"https:\/\/www.rbq.gouv.qc.ca\/en\/laws-regulations-and-codes\/construction-code-and-safety-code\/safety-code\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Safety Code (Chapter VIII, Building)<\/a>.<\/p>\n\n\n\n<p>In addition to the general standards applicable to all buildings, specific obligations apply to certain types of premises.
