These services allow individuals to receive the necessary care while enjoying the comfort and familiarity of their own homes. Skilled professionals such as nurses, caregivers and therapists, provide invaluable support in the areas of medical care, assistance with daily living, rehabilitation and emotional support. This state of chronic fatigue can lead to burnout, requiring increased support.<\/li>\n<\/ul>\n\n\n\n<p>In conclusion, social services for persons with disabilities in Qu\u00e9bec play a vital role in their participation and full integration into society. Canada, along with 183 other States Parties, is committed to complying with the legal obligations set out in the CRPD.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Article 28 \u2013 Adequate standard of living and social protection<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><\/ul>\n\n\n\n<ul start=\"1\" class=\"wp-block-list\">\n<li>States Parties recognize the right of persons with disabilities to an adequate standard of living for themselves and their families, including adequate food, clothing and housing, and to the continuous improvement in their living conditions. They shall take appropriate steps to safeguard and promote the realization of this right without discrimination on the basis of disability.<\/li>\n\n\n\n<li>States Parties also recognize the right of persons with disabilities to equitable social protection and undertake to:\n<ul class=\"wp-block-list\">\n<li>Ensure equal access to drinking water services, and to ensure access to appropriate and affordable services, devices and other assistance for disability-related needs.<\/li>\n\n\n\n<li>Ensure access to social protection programs and poverty reduction programs, particularly for women and girls with disabilities and older persons with disabilities.<\/li>\n\n\n\n<li>Provide adequate public assistance to persons with disabilities and their families living in poverty to cover disability-related expenses. In Qu\u00e9bec, 9.4% of people aged 65 and over live in long-term care facilities, compared with 6.8% in Canada and about 4% in countries such as France, Germany, Norway and the Netherlands. This high proportion of accommodation, which is far more expensive, illustrates an inefficiency in budget allocations.<a href=\"#_ftn1\" id=\"_ftnref1\"><sup>[1]<\/sup><\/a><\/p>\n\n\n\n<p>The majority of persons with disabilities do not want to live in long-term care facilities (CHSLDs). They wish to remain at home and actively participate in society without moving into institutions that are costly and often ill-adapted.\u00a0 Investing more in home support would avoid such investments in institutional settings (CHSLDs, seniors\u2019 homes, etc.), while offering a more human and affordable alternative.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Home support challenges<\/h3>\n\n\n\n<p>The Home Support Program (SAD) is seen as a critical solution but currently suffers from multiple gaps, including:<\/p>\n\n\n\r\n<ul class=\"list-advance\">\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                            <h3 class=\"list-title\">\r\n                    Underfunding                <\/h3>\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>The Qu\u00e9bec SAD receives fewer resources than other Canadian provinces and Commonwealth countries.<\/p>\n            <\/div>\r\n        <\/li>\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                            <h3 class=\"list-title\">\r\n                    Inequitable accessibility                <\/h3>\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>Disparities between local CLSC, CES, EESAD and other agencies, as well as between regions limit equitable access to services.<\/p>\n            <\/div>\r\n        <\/li>\r\n                    <li class=\"list-items\" data-aos=\"fade-up\">\r\n                            <h3 class=\"list-title\">\r\n                    Unsatisfactory performance                <\/h3>\r\n                        <div class=\"list-content\">\r\n\t\t\t\t<p>Too little of the budget is allocated to direct services in the field, and administrative red tape undermines the effectiveness of the funding.<\/p>\n            <\/div>\r\n        <\/li>\r\n    <\/ul>\n\n\n<p>In addition, clientele living with physical disabilities (PD), intellectual disabilities (ID) or autism spectrum disorders (ASD) require adapted care that is distinct from that of people experiencing loss of autonomy. These people are often professionally active or doing apprenticeships and require flexible services that meet their specific needs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Priority actions<\/h3>\n\n\n\n<p>To address these challenges and strengthen the effectiveness of the home support program, it is necessary to:<\/p>\n\n\n\n<p>Augmenter le budget d\u00e9di\u00e9 au SAD afin de garantir un financement ad\u00e9quat.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Increase the SAD budget to ensure adequate funding.<\/li>\n\n\n\n<li>Differentiate between clients (PD-ID-ASD and people experiencing loss of autonomy) in terms of service and organization.<\/li>\n\n\n\n<li>Reduce red tape to improve program performance and efficiency.<\/li>\n\n\n\n<li>Ensure equitable accessibility across territories and regions.<\/li>\n\n\n\n<li>Review the CES terms according to users\u2019 needs:\n<ul class=\"wp-block-list\">\n<li>Adjust the allocation of hours based on actual needs.<\/li>\n\n\n\n<li>Standardize support worker compensation across jurisdictions and institutions.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Reduce waiting lists to respond quickly to requests.<\/li>\n\n\n\n<li>Invest in training and recruiting qualified staff, including nurses, caregivers and therapists.<\/li>\n<\/ul>\n\n\n\n<p>At the same time, it is essential to develop initiatives to raise public awareness of disability issues by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Promoting diversity and inclusion in all aspects of society.<\/li>\n\n\n\n<li>Supporting community organizations engaged in the fight against stigma and social isolation.<\/li>\n<\/ul>\n\n\n\n<p>Reforming the Home Support Program (SAD) requires a concerted effort between governments, community organizations, social service professionals and persons with disabilities. Together, they can create a more inclusive, effective and adapted system, guaranteeing everyone the right to live with dignity and be fully integrated into society.<\/p>\n\n<\/div>\r\n
