These locations must be sufficiently varied and close to one another so that users can get around quickly and safely to carry out their daily activities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">An accessible and inclusive city is underpinned by three key elements:<\/h3>\n\n\n\n<ul class=\"wp-block-list is-style-list-check\">\n<li><strong>Firstly<\/strong>, it ensures public and private spaces are universally accessible, giving everyone equal access to and use of them. Knowing that the premises are universally accessible allows users to visit these sites with confidence, knowing that they can carry out their desired activities there.<\/li>\n\n\n\n<li><strong>Secondly<\/strong>, it promotes density, compactness and a mix of uses and functions, creating a range of activities within a short distance. Having a diverse range of services and facilities close to home makes it quicker and easier for people to meet their needs and carry out their activities on a daily basis. This dynamic also makes it possible to meet and mix with new people and build relationships within the neighborhood that foster mutual aid.<\/li>\n\n\n\n<li><strong>Thirdly<\/strong>, an accessible and inclusive city guarantees efficient connections between the different activities thanks to simple and fluid circulation. Being able to move easily, quickly and safely from place to place by different modes (walking, cycling, motorized mobility aid, public transit, car) gets people active, reduces isolation and promotes healthy lifestyle habits.<\/li>\n<\/ul>\n\n\n\n<p>An accessible and inclusive city is part of current urban planning trends, such as the human-centred city, transit-oriented development (TOD), sustainable development, and green, active and healthy neighbourhoods. Although many cities now have several accessible components, persons with disabilities often see these facilities as fragmented. Significant disparities exist across regions due to lack of resources, knowledge or motivation among decision-makers. To carry out their everyday lives, individuals must use several components of the city. However, there are too many discontinuities interrupting their daily plans.<\/p>\n\n\n\n<p>Urban planning can help to better connect these components. It is defined as [Translation] \u201call the sciences, techniques and arts relating to the organization and development of urban spaces, with the aim of ensuring human well-being, improving social relations and preserving the environment.\u201d<sup>1<\/sup> Urban planning emerged at the beginning of the 20th century in response to a need for larger-scale planning in the face of rapidly growing cities, where the lack of coordination was creating a dangerous, dysfunctional mess.<\/p>\n\n\n\n<p>Urban planning is a municipal responsibility. Cities have a range of tools to plan and regulate the development, transformation, redevelopment or consolidation of the entire municipality or a neighbourhood or site. They must nevertheless respect governmental and regional guidelines, whether for metropolitan areas, agglomerations or regional county municipalities (RCMs).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The main tools of municipal urban planning fall into three categories:<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>The first concerns high-level planning<\/strong>, which covers the entire territory and forms the basis for the establishment of the various regulations: the Urban Plan and the Transport and Mobility Plan. Given the importance of aligning urban planning, transportation and mobility, many municipalities now use an integrated plan, the Urban Planning and Mobility Plan.<\/li>\n\n\n\n<li><strong>The second category includes the regulations for the entire territory of the municipality<\/strong>, detailing the requirements relating to permitted uses, building layout and form, traffic routes, subdivisions, etc. These are the Zoning By-law, the Form-Based By-law, the Subdivision By-law and the Construction By-law.<\/li>\n\n\n\n<li><strong>The third category concerns regulations affecting a specific part of the territory<\/strong>, i.e., areas requiring special attention, areas undergoing a development project by a single developer, or areas where conditions for the acceptance of a non-conforming use are specified. These are the Special Planning Program, the Comprehensive Development Plan By-law, the Site Planning and Architectural Integration By-law and the By-law concerning specific construction, alteration or occupancy proposals for an immovable. Each of these tools can be leveraged to make the municipality more accessible and inclusive.<\/li>\n<\/ol>\n\n\n\n<p>All municipalities required to produce an action plan for the integration of persons with disabilities have an urban planning department and the tools mentioned above. However, few are using them in the development and implementation of their action plans. The Government of Qu\u00e9bec defines the broad guidelines to be followed in various policies and action plans. For example, the recent <a href=\"https:\/\/www.assnat.qc.ca\/en\/travaux-parlementaires\/projets-loi\/projet-loi-16-43-1.html\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Act to amend the Act respecting land use planning and development<\/em><\/a> clarifies the government\u2019s intention by emphasizing that one of the purposes of territorial planning is the creation of complete, quality, convivial living environments that are conducive to the adoption of a healthy lifestyle. This act refers to the <a href=\"https:\/\/www.quebec.ca\/gouvernement\/politiques-orientations\/architecture-amenagement-territoire\" target=\"_blank\" rel=\"noopener noreferrer\">Politique nationale de l\u2019architecture et de l\u2019am\u00e9nagement du territoire<\/a> [National architecture and land use policy] and to the <a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/culture-communications\/documents\/patrimoine\/Architecture\/Aide-memoire-qualite-architecturale.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Aide-m\u00e9moire sur la qualit\u00e9 architecturale<\/em><\/a> [Architectural quality reference guide], where inclusiveness and universal accessibility are among the 11 guiding quality principles.<\/p>\n<p>At the regional level, metropolitan communities are obliged to draw up a Metropolitan Planning and Development Plan in line with governmental guidelines. The directions of this plan must then be reflected in the land use plans produced by the regional county municipalities (RCMs). RMCs must also draw up their own plans and planning by-laws in accordance with their land use plans.<\/p>\n            <\/div>\r\n        <\/div>\r\n                    <div class=\"accordion\" data-aos=\"fade-up\">\r\n            <h3 class=\"accordion-title\">\r\n                <a class=\"accordion-link\" role=\"button\" href=\"#panel-buildings-2\" aria-expanded=\"false\" aria-controls=\"panel-buildings-2\">Buildings<\/a>\r\n            <\/h3>\r\n\r\n            <div class=\"accordion-panel\" id=\"panel-buildings-2\" style=\"display: none;\">\r\n\t\t\t\t<p>Building accessibility standards and obligations are detailed in the Built environment fact sheet of this guide.<\/p>\n<p>It should be noted that municipalities are responsible, through their Construction By-laws, for defining requirements for small buildings, such as two-storey residential buildings or those with no more than eight units, commercial establishments with a floor area of less than 300 m<sup>2<\/sup>, and business establishments with no more than two storeys. They may also adopt additional requirements for buildings subject to the Qu\u00e9bec Construction Code.<\/p>\n            <\/div>\r\n        <\/div>\r\n                    <div class=\"accordion\" data-aos=\"fade-up\">\r\n            <h3 class=\"accordion-title\">\r\n                <a class=\"accordion-link\" role=\"button\" href=\"#panel-roadway-development-3\" aria-expanded=\"false\" aria-controls=\"panel-roadway-development-3\">Roadway development <\/a>\r\n            <\/h3>\r\n\r\n            <div class=\"accordion-panel\" id=\"panel-roadway-development-3\" style=\"display: none;\">\r\n\t\t\t\t<p>The <a href=\"https:\/\/www.publicationsduquebec.gouv.qc.ca\/produits-en-ligne\/ouvrages-routiers\" target=\"_blank\" rel=\"noopener noreferrer\">roadway design and construction standards<\/a> are defined by Qu\u00e9bec\u2019s Minist\u00e8re des Transports et de la Mobilit\u00e9 durable. They cover requirements relating to streets, sidewalks, stops, traffic lights, sound lights and more, all with a view to road safety. However, they do not address the ease of use and friendliness of travel or transitional or temporary developments.<\/p>\n<p>Some municipalities have adopted best practice guides for street development, such as the Ville de Montr\u00e9al\u2019s <a href=\"https:\/\/societelogique.org\/doc\/2_Fasc_5_Amenagement_pietons_AU.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Fascicule 5 :<\/em><\/a> <a href=\"https:\/\/societelogique.org\/doc\/2_Fasc_5_Amenagement_pietons_AU.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Am\u00e9nagements pi\u00e9tons universellement accessibles<\/em><\/a> [Universally accessible pedestrian facilities], or the <a href=\"https:\/\/extranet.inlb.qc.ca\/projet-rues-partagees-ville-de-montreal\/\" target=\"_blank\" rel=\"noopener noreferrer\">shared street development joint project<\/a> <a href=\"https:\/\/extranet.inlb.qc.ca\/projet-rues-partagees-ville-de-montreal\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Rues partag\u00e9es<\/em><\/a> initiated by the Ville de Montr\u00e9al and the Institut Nazareth et Louis-Braille. The <a href=\"https:\/\/nacto.org\/publication\/urban-street-design-guide\/\" target=\"_blank\" rel=\"noopener noreferrer\">NACTO<\/a> (National Association of City Transportation Officials) is an association of some 100 major North American cities and transit agencies that produces comprehensive guides on accessible and inclusive street topologies.<\/p>\n            <\/div>\r\n        <\/div>\r\n                    <div class=\"accordion\" data-aos=\"fade-up\">\r\n            <h3 class=\"accordion-title\">\r\n                <a class=\"accordion-link\" role=\"button\" href=\"#panel-other-developments-in-the-city-4\" aria-expanded=\"false\" aria-controls=\"panel-other-developments-in-the-city-4\">Other developments in the city<\/a>\r\n            <\/h3>\r\n\r\n            <div class=\"accordion-panel\" id=\"panel-other-developments-in-the-city-4\" style=\"display: none;\">\r\n\t\t\t\t<p>Parks, public spaces, public transit and many other types of development are neither standardized nor regulated, giving developers and designers considerable latitude. This leads to significant disparities in the accessibility performance of these amenities.
